Professional Experience

  • Founding partner of Rocha, Marinho E Sales Advogados;
  • Founding partner of Cesar Asfor Rocha Advogados, headquartered in São Paulo / SP and branch in Brasília / DF;
  • Chairman of the Federal Senate Committee of Jurists created to draft a new General Sports Law (2016);
    Member of the Committee of Jurists of the Federal Senate for the Review of the Arbitration Law and creation of the regulatory framework for Mediation (2013/2014); Federal Advisor of the OAB, by the Ceará Bench, elected for the 2016/2019 triennium;
  • Chairman of the Corporate Advocacy Committee of the Federal Council of OAB, 2015 to the present date;
  • Former member of the Constitutional Studies Committee of the Federal Council of the OAB, 2011/2013;
  • Former member of the Federal Council’s International Relations Commission at OAB, 2007/2010;
  • President of the Disciplinary Court of the South American Football Confederation – CONMEBOL;
  • Member of the Sports Legal Studies Committee of the National Sports Council, linked to the Ministry of Sports;
  • Member of the Reform Committee of the Brazilian Football Confederation – CBF;
  • Auditor of the Superior Sports Court of Football (STJD) from 2006 to 2016, having been Vice-President and President;
  • Former member of the FIFA Dispute Resolution Committee, based in Zurich, Switzerland.

 

Academic Experience

  • Visiting Scholar at Columbia University – New York in 2014, Post Doctorate;
  • PhD in Procedural Law from the University of São Paulo (USP), in 2012, having defended the thesis “Limits of judicial control over arbitration jurisdiction”;
  • Master in Public Law from the Federal University of Ceará (UFC), in 2006, having presented a dissertation on “Constitutional Principles of the Request for Suspension”;
  • Bachelor of Laws from the University of Fortaleza (UNIFOR), in 2001;
