The National Council of Justice (CNJ), through Resolution No. 335, of September 29, 2020, created the Digital Platform of the Brazilian Judiciary (PDPJ-Br). The normative act intends to integrate all the courts of the country, keep the PJe as a priority electronic process system of the CNJ and establish standards that meet the diversity of existing technological solutions, consequently organizing the national Judiciary’s unique identity.<\/p>\n
The integration of all electronic systems of the Brazilian Judiciary in a unified environment will occur through the establishment of standards for development, architecture, user experience and software operation, as well as the institution of a single platform for publishing and making available applications, microservices and models of Artificial Intelligence (AI) through cloud computing.<\/p>\n
The platform will function as a convergence model, guided by the concept of community development, in which all courts contribute with the best technological solutions for common use. In this sense, it should be emphasized the express prohibition to technological dependence, that is, contracting of private systems, modules or functionalities, even in an inexpensive way, which causes dependence on the supplier, hindering the inexpensive sharing of the solution.<\/p>\n
The PDPJ-BR will be hosted in the cloud, and may use a private service. To this end, the criteria for storing data in a data center housed in the national territory, compliance with the LGPD, technical standards and others to be fixed by an act of the Presidency of the CNJ, the ability to measure the use of cloud resources individually must be observed. and meeting availability, scalability, redundancy and encryption requirements.<\/p>\n
Among the solutions that will be adopted include the concepts of optimization and standardization of workflows; automation of routine or sequential activities; preferential use of open source technologies; adaptation to the use of machine learning and AI tools; increase in robotization and disruptive techniques for developing solutions. It is intended, in effect, to reduce the congestion rate of the processes, to improve the quality of the services provided, thus constituting an instrument of speed and quality of the judicial provision.<\/p>\n
In addition, it should be noted that Resolution No. 335\/2020 stipulates mandatory requirements for the systems, data and documents, which are part of the governance and management policy of PDPJ-Br, which should be disciplined by an act of the CNJ Presidency, in order to standardize the steps inherent in the life cycle of software and other solutions, as well as unified tables and digital documents.<\/p>\n
